世界知的財産機構(WIPO)の著作権および関連の権利に関する常任委員会は,新しい国際規格を通じて非オリジナルデータベースに対する知的財産権保護を導入する可能性について議論してきた。現在著作権保護の資格を持たないデータベースもまた保護されるべきか否かを検討してきた。他方,科学,研究および教育部門のニーズと情報アクセスの問題もまた考慮に入れるべきことを指摘している。常任委員会がこの問題に関する継続研究において利用する目的で,WIPO事務局は6人の外部コンサルタントに,非オリジナルデータベースの法的保護の影響に関する経済的研究の準備をすることを委託した。(翻訳著者抄録)
