    The Laboratory for Bicycle Manufacturing Techniques was founded in the National Industrial Research Institute of Nagoya (Kita-ku,Nagoya City) of the Ministry of International Trade and Industry by the Japan Bicycle Industrial Association.

    Tokyo Annex and Osaka Annex were opened in the Tokyo Municipal Industrial Research Institute and Osaka Industrial Research Institute,respectively.

    The Osaka Annex was moved to and newly open in Sakai City, Osaka Pref.

    The Japan Bicycle Technical Center was established, succeeding the Laboratory for Bicycle Manufacturing Techniques. Tokyo Annex and Osaka Annex were renamed the Tokyo Instruction Office and Osaka Instruction Office.

Purpose of establishment:
Japan Bicycle Promotion Institute Foundation (called JBPI
for short) was founded in April 1, 1964 as an organization
intended to map out necessary projects and implement them
in close collaboration with the bicycle industry circle
and affiliated organizations for the purpose of nurturing
Japan's bicycle industry as a whole.
