【請求項1】 Mn塩とLi塩の水溶液に、Si源として水溶性珪素化合物の溶液を金属元素比率(Li:Mn:Si)が1.8〜2.2:0.9〜1.1:0.9〜1.1となるように混合した後、得られた金属塩の水溶液或いは水分散体を乾燥し、引き続き、不活性雰囲気あるいは還元性雰囲気で加熱処理して、表面にカーボン被膜が形成されたリチウムシリケート化合物を合成し、
