【課題】不透明な材料を基板として用いて光学計測を可能とするため表面が極めて平坦な炭素基板を比較的低コストで提供する。【解決手段】フラン樹脂などの熱硬化性樹脂に粒径10μm以下の黒鉛粉末を混合しシート状に成型後不活性雰囲気下で1400°Cで焼成して得られた炭素基板の表面を平坦に研削する。【選択図】図1
